Armstrong

Neal Armstrong departed this life at the age of 84, at his home, surrounded by love. A cherished resident of Austin and Georgetown, Texas, Neal was a devoted husband to Nancy, a loving father, grandfather, great-grandfather, and brother. He was born in 1941 in Dallas, Texas, to a musically talented family. Neal was the third of four children born to Earl and E. Catharine.
As an esteemed member of the academic community, Neal was known for his deep commitment to education and his passion for environmental engineering. As a professor in engineering, he dedicated his academic life to advancing the field of Environmental and Water Resources Engineering. His impressive academic journey began with a B.A. in Zoology in 1962, followed by an M.A. in Zoology in 1965, then a Ph.D. in Environmental Engineering in 1968, all from the University of Texas at Austin. After working in industry, he rejoined UT Austin as an Associate Professor of Civil Engineering in 1971. In 1979, he became a full professor. Neal was appointed to the Gerard A. Rohlich Regents Professor in 1994, and to the Zarrow Centennial Professor in 2000. He was director of multiple centers and laboratories during his career and received multiple awards. In 2013, he was appointed as Professor Emeritus.
During his career, he was an active administrator at UT Austin. In 1996, Neal was promoted to Associate Dean of the Cockrell School of Engineering after serving as the Associate Chairman for the Department of Civil Engineering. In 2004, he became the Vice Provost for faculty affairs. He led the regular accreditation efforts and successfully prepared the University of Texas at Austin for their accreditation with the Southern Association for Colleges and Schools Commission on Colleges. In addition, Dr. Armstrong served as an SACSCOC evaluator and team chair for on-site regular visits to institutions undergoing reaffirmation of accreditation, being both a goodwill ambassador for UT Austin as well as sharing his expertise. His technical expertise in water quality management played a significant role in shaping future engineers and environmental scientists. Neal's contributions will endure through his students and colleagues, whose lives he significantly enriched. During his career, he was frequently praised for his outstanding ability to bridge the gap between engineers and natural scientists in the area of water quality management. His abilities, on top of his outstanding character, meant that he was asked to serve on water quality committees at the national and international level.
Beyond academics, Neal was a passionate choir singer, filling the hearts of many with his beautiful voice and love for music. He found immense joy in his family, proudly nurturing a legacy of love and support. He was a leader and very involved with the Boy Scouts. Neal was Chair of the Board of Directors at the University Federal Credit Union.
Neal is survived by his loving wife Nancy of thirty-six years, along with their beautiful blended family of children: Terry and her husband Burt, Kevin and his wife Cheryl, Joanna and her husband Scott, Laura and her husband David, Terri and her husband Rohit, 13 grandchildren, and 12 great-grandchildren. He was preceded in death by his older sister Annie Lou, and is survived by his older brother Harvey and younger brother Arnie. Neal requested to be remembered as "a loving husband, father, grandfather, great-grandfather, ... friend." Neal Armstrong's enduring spirit, dedication to his family and profession, and countless contributions to the community will be profoundly missed, but never forgotten.
